I have a MaxTrac300 16 Channels VHF power output set to 8 watts good for a link radio and setup for linking the radio over the internet that also includes the interface ARiUSB for use on Allstar Link.
You would just need a Raspberry Pi3 and the Allstar Software and Node number for your self. I can point you in the right direction for what you would need.
Channels set 2 meter simplex frequencies all set to 67.0hz RX 67.0hz TX.
